Located in Exec. Director, Administrative Resource Center, Assistant Managing Director, Service Delivery, Division/Branch as Assigned. As a Supervisory HR Specialist (Information Systems & Compensation), you will perform administrative, technical, analytical, and supervisory duties in personnel action processing, compensation, and leave administration.
Duties
As a Supervisory Human Resources Specialist (Information Systems & Compensation), you will:
Interprets the requirements for automated personnel management systems and other applications.
Initiates action to correct or implement applications, and recommends revision of human resources policies and procedures to accommodate changes.
Provides technical assistance and advice to management and human resources staff on utilization of automated systems including data usage for preparing various reports, and processing personnel documents.
Serves as one of the Branch's technical experts and troubleshooters for the processing of personnel actions and payroll documents, staffing, and benefits issues.
Resolves complex technical problems and questions, which cannot be handled by subordinate employees. The work requires probing into the problem, asking pertinent questions, and researching regulations to obtain information for a thorough analysis of the problems
In addition, duties include conducting studies, managing system development efforts, directing special projects, reporting findings, and making recommendations to management officials.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-13: Specialized experience is fifty-two (52) weeks of experience at the GS-12 level or equivalent that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as ALL of the following:
-Providing advice and guidance relative to compliance with Human Resources (HR) laws and regulations (examples of the HR rules, regulations and policies are Title 5 Code of Federal Regulations (CFR), federal HR case law, OPM guidance, National Finance Center guidance, etc.) AND
-Resolving pay and leave administration and/or benefits issues, including but not limited to employee indebtedness AND
-Experience performing duties as a Senior HR Specialist that included independently conducting training and mentoring, as well as making related presentations to high level officials, and working on policy/procedural reviews or creation. This experience included Federal HR topics that demonstrated exposure to and a general knowledge of benefits and retirement and/or payroll regulations; OR
- Experience as a Senior HR specialist that included using communication skills, both verbally and written, to support recommendations and conclusions in resolving problems related to benefits and retirement and/or payroll; OR
- Experience leading Federal Human Resources projects and/or project teams that demonstrated the ability to interpret and apply Title 5 Federal Human Resources regulations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
