Duties
You will administer contracts by assuring compliance with the terms and conditions of contracts.
You will analyze and evaluate cost or price proposals and accounting systems data.
You will monitor contractor performance in relation to the completion schedule required by the contract, ensuring timely submissions of technical progress reports, making visits to the contractor’s facility or work site, correcting labor standards.
You will verify that the contractor performs the technical requirements of the contract IAW the contract terms, conditions, and specifications.
You will be responsible for pre-award and/or post-award functions for a variety of supply and service contracts for several activities within an organizational component or in a geographical area.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Contracting Level II. Certification is required within 24 months of appointment.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position requires the Procurement Integrity Certification: This position is required to comply with Federal Procurement Policy Act (41USC 423).
- Incumbent may be required to work overtime.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
GS-11
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Planning and carrying out pre-award, post-award, and price/cost analysis.
Analyzing market conditions that relate to technical and program requirements to assist customers in developing contract requirements.
Determining the sources to be solicited, preparing applicable determinations and findings, conducting pre-proposal conferences, and receiving proposals.
Formatting the contracting approach that will best satisfy the requirements.
Negotiating settlements for such changes, approves contract payments, assessing liquidated or actual damages for non-performances.
Negotiating contract changes to accommodate changes in mission requirements, defective specifications, or similar problems.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Soliciting proposals to procure a variety of requirements ranging from standard to Specialized for services, supplies, and equipment.
Monitoring contractor performance;
Reviewing requests for procurement to assist with determining the type of contract.
Determining contract types and the proper clauses, to comply with contract regulations and policy.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
GS-11 Substitution of Education for Experience: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Three full academic years of progressively higher level graduate or Ph.D. or equivalent doctoral degree
GS-09 Substitution of Education for Experience: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Two full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D.
Combination of Education and Experience: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
