Duties

You will administer contracts by assuring compliance with the terms and conditions of contracts. You will analyze and evaluate cost or price proposals and accounting systems data. You will monitor contractor performance in relation to the completion schedule required by the contract, ensuring timely submissions of technical progress reports, making visits to the contractor’s facility or work site, correcting labor standards. You will be responsible for pre-award and/or post-award functions for a variety of supply and service contracts for several activities within an organizational component or in a geographical area. You will verify that the contractor performs the technical requirements of the contract IAW the contract terms, conditions, and specifications.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position requires the Procurement Integrity Certification: This position is required to comply with Federal Procurement Policy Act (41USC 423).
  • This is a bargaining unit position.
  • Incumbent may be required to work overtime.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Communicating with people of various backgrounds, by writing in a clear and concise manner. Experience of commercial business practices and market conditions that relate to the technical and program requirement to assist customers in developing requirements and to evaluate proposal responsiveness, contractor responsibility, and contractor performance. Working with formal advertising sufficient to solicit proposals to procure a variety of requirements ranging from standard to specialize for services, supplies, and equipment. Experience of contract functions in order to perform a variety of duties, such as determining contract types and the proper clauses, to comply with regulations and policy. Experience executing contracts using FAR, DFARS supplement or equivalent is preferred. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: (transcripts must be submitted)
  1. A 4-year course of study leading to a bachelor's degree with a major in any field;

    or

  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.

    Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.
