This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
You will serve as the Material Manager in the Construction Division (PMS397C); COLUMBIA Class Program Office (PMS397), office of the Program Executive Officer, COLUMBIA (PEO CLB), Naval Sea Systems Command (NAVSEA).
Duties
You will evaluate the production of technically complex specified equipment being purchased by the COLUMBIA program, and assess material delivery impacts and considerations to ship construction schedules.
You will provide oversight of the shipbuilder procurement of Contractor Furnished Equipment (CFE) and plan and coordinate functions associated with acquisition, production, and delivery of assigned Government Furnished Equipment (GFE) to COLUMBIA.
You will serve as program office lead for Enterprise Planning efforts related to material and supplier base oversight and management.
You will coordinate with other new construction program offices, NAVSEA directorates, Navy and Office of the Secretary of Defense (OSD) representatives and the shipbuilders.
You will interface with high ranking officials of government and industry in the United Kingdom (UK).

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying mastery of a wide range of qualitative and/or quantitative methods to assess program effectiveness of complex management processes and systems. Examples of qualifying experience may include (1) experience with submarine, ship or systems acquisition, construction or material procurement processes and DoD/Navy procurement and contract management policies and practices; (2) ability to evaluate and analyze shipbuilder or contractor design or construction cost and schedule estimates; (3) advanced knowledge of shipyard (public or private) industrial engineering and production practices including a knowledge of the responsibilities in the submarine or ship construction process and ability to apply appropriate program evaluation measures; (4) knowledge of Navy Acquisition Program processes and associated program management activities (Earned Value Management (EVM), Contractor Performance Appraisal Reviews(CPAR/IPAR) processes, and contractor or Field Activity management processes).
