You will serve as a Equal Employment Specialist in the Equal Employment Opportunity Office of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

You will assist in the development of AAPP. You will serve as EEO Counselor. You will develop and provide training for Supervisory Development in all areas of EEO and ADR. You will command on SEP matters to employee groups, individuals, and outside agency officials concerned with SEP issues. You will develop reporting systems and prepares reports relating to the SEPs. You will collect, compile, and report on a continuing basis, statistical data relevant to employment, promotion, and training to determine progress in achieving minority, women’s, and persons with disabilities employment goals.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing Equal Employment Specialist work applying knowledge of the organizational structure of the Navy and the Command, including assignment of functions, nature of missions, and workforce composition by race, sex, relative grade levels, and other relevant factors. Examples of specialized experience are as follows: 1) Applying knowledge of Federal personnel administration policies and practices including appeals and grievances, position classification, recruitment and selection, to know when and where to obtain expert technical advice to answer questions, solve problems, or understand technical personnel issues. 2) Understanding of the kinds of management actions and employment practices and conditions that constitute barriers to equal employment opportunity for minorities, women, and persons with disabilities where there is underrepresentation. 3) Utilizing knowledge of Alternative Dispute Resolution and its various forms such as mediation, facilitation and negotiation. 4) Applying skills in managing a program including organizing, problem solving, and motivating others. 5) Utilizing knowledge of the concepts and objectives of the SEP used herein to cover minorities, women, and persons with disabilities. 6) Conducting mediations, facilitations, and negotiations. 7) Developing oral and written communication to make presentations and negotiated settlements, to implement ADR programs and to write complex documents and reports in all areas of EEO and ADR. 8) Designing and teaching training packages to support EEO and ADR objectives.
