The Business Development and Technology (BDTI) Office enables advances in human space exploration through partnership pursuits and formulation, technology development, technology transfer and open innovation. As the Opportunity Formulation Manager for BDTI, you will serve as the supervisor of the team and work with Johnson Space Center (JSC) leadership as part of a highly integrated team exploring new ways to do business and develop partnership agreements to advance the JSC mission.
Duties
Collaborate across the Center, Agency, and external organizations to advance JSC missions by formulating new opportunities and driving the implementation of partnership priorities.
Manage the Opportunity Formulation Team, with a focus on developing strategy, encouraging innovation, developing partnership agreements and implementing new business pursuits.
Plan, guide, coordinate, and manage the work of a hybrid team of civil servants, contractors and matrixed resources, including defining work requirements and milestones.
Lead the identification and development of organizational strategic objectives.

Develop, manage, and execute the Center’s partnership formulation capability with a focus on documentation, process improvement and customer satisfaction.
Serve as JSC Lead Agreements Manager and the Center G-Invoicing Lead Agreements Manager.
Develop plans to materialize strategy and analyze business proposals. Provide research and analysis to identify and quantify threats and opportunities. Assess the Center’s strategic performance.
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level
Navigating the complexities of policies and procedures that surround agreements with external entities;
Developing strategy, analysis (gap assessments, trade studies, benchmarking), partnerships and agreements formulation and innovation practices (hackathons, design thinking, design sprints, futures thinking approaches);
Implementing large scale initiatives and projects focused on process improvement, customer service and relationship building.
