The position is a Program Specialist in a complex, tertiary care Department of Veterans Affairs Health System, organizationally located in the Office of the Associate Director Patient Care Services. S/he assists the Chief, Sterile Processing Service (SPS) in assuring the development, organization and implementation of a robust Re-usable Medical Device (RMD) program that meets and/or exceeds industry standards, VHA directive and facility policy.
Duties
Duties of the Program Specialist are to include, but not limited to:
The position is a Program Specialist in a complex, tertiary care Department of Veterans Affairs Health System, organizationally located in the Office of the Associate Director Patient Care Services. S/he assists the Chief, Sterile Processing Service (SPS) in assuring the development, organization and implementation of a robust Re-usable Medical Device (RMD) program that meets and/or exceeds industry standards, VHA directive and facility policy. The incumbent functions independently and demonstrates the ability to coordinate activities with a wide diversity of high-level employees to include service chiefs, physicians, nurses, and administrative officials. Encompassing quality and practice, the purpose of the Program Specialist is to assure high quality care through the identification of opportunities to improve processes, provide cost-effective services, and the identification of issues that might place patients at increased or unnecessary risk.
The incumbent serves as a key advisor to top management and provides ongoing briefings on the status of program activities. The incumbent recommends new policies and procedures and recommends revisions to existing Health System and professional policies and procedures as necessary. Compiles, coordinates and completes facility responses to recurring and non-recurring and special reports requested by State and National organizations. Responsible for the development of guidelines that will affect and impact Health Care System initiatives.
The Program Specialist applies clinical expertise and knowledge of health care programs. The incumbent bridges issues between clinical and administrative leaders, coordinates the accomplishment of various projects, and serves as a liaison with the VISN office on issues. Develops, implements, integrates and maintains a performance program to: evaluate and improve the quality of the program; promote quality in clinical practice by collaborating in the development of guidelines, criteria, and models. Modification in clinical and administrative programs, activities, and work processes in order to achieve maximum utilization of hospital and health care resources.
The incumbent tracks progress of services, hospital-wide committees, and performance improvement teams to provide guidance and direction to hospital-wide team efforts. S/he monitors the unit-level performance improvement programs for compliance with policy, patterns and/or trends and resolves findings related to program activities, including the annual assessment of staff competency, program modification to improve program objectives, and facilitate accomplishment of the hospital's goals and objectives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For the program specialist GS-07, you must meet one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Recommending new policies and procedures and recommends revisions to existing Health System and professional policies and procedures as necessary; Compiles, coordinates and completes facility responses to recurring and non-recurring and special reports requested by State and National organizations; Responsible for the development of guidelines that will affect and impact Health Care System initiatives; Develops, implements, integrates and maintains a performance program to: evaluate and improve the quality of the program; promote quality in clinical practice by collaborating in the development of guidelines, criteria, and models; Establishing and maintaining a computerized database and tracking system for training and competency requirements and compliance

Education: 1 full year of Graduate level education or Bachelor's Degree withsuperior academic achievement

Combination of Education and Specialized Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level.
For the program specialist GS-09, you must meet one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

Combination of Education and Specialized Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The full performance level is GS-9, and applicant may be selected from the GS-7 or GS-9.
