The VA Caribbean Healthcare System (VACHS) is an extremely complex system, which is constantly evolving within a highly complex and competitive geographic area. This position serves as a High Reliability (HRO) Officer located in the Office of the Director, and works directly with the Executive Team, managers, program officials, other healthcare system directors, and VISN-8 leadership.

Duties

Provides program oversight, coordination and leadership in Just Culture, Safety and High Reliability. Performs continuing evaluation and analysis to assess program effectiveness and status and identifies areas requiring management attention. Responsible for planning and conducting assignments, resolving difficult problems as they occur, coordinates the work with other parties as required, for assuring that objectives are met, and informing senior management of controversial problems. Posses knowledge of medical terminology, written, graphical and oral communication, public speaking, for teaching and disseminating information, and interpersonal relationships. Responsible for planning, designing, integrating, implementing, modifying, and administering High Reliability initiatives, characteristics and activities that lead to Zero Harm Prepares graphs, charts, and other audio-visual displays depicting program information and statistics for use in training, management briefings, and information dissemination activities. Coordinates and assists in the formulation of collaborative plans and policies related to high quality health care delivery, developing new information, and providing expert consultation and advisory to senior leaders in sustaining a High Reliability Organization. Posses knowledge and skill in applying evaluation and analysis including skill in statistical compilation, interpretation for reporting the efficiency and effectiveness of health care services Provides the customer with conflict and problem resolution, dealing with the customer constructively and appropriately. Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers in a courteous, tactful, and respectful manner. Maintains data and prepares reports for management; identifies problems, recommends, and tracks corrective actions; and develops reporting procedures and measurements to identify problem areas. Extracts data, completes workload reporting and supports services in monitoring their performance as it relates to VHA, VISN or healthcare system goals and objectives. Analyzes data from a variety of sources to include balanced scorecard metrics, sentinel event statistics, reporting systems and Service Line quality measures. Maintains data and prepares reports for management. Work Schedule: Monday to Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. General Adjustment SF-50's with the effective date of within the last year do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50. If you are currently serving in a Hybrid Title 38 position, your SF-50's must reflect you have been in the position longer than one year. Selective Placement Factor(s) 1. Must be proficient in spoken and written English. 2. Must be proficient in spoken and written Spanish. Individual Occupational Requirement Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience of progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing program oversight, coordinating and leadership in Just Culture, Safety and High Reliability. Coordinating and assisting in the formulation of collaborative plans and policies related to high quality health care delivery, developing new information, and providing expert consultation and advisory to senior leaders in sustaining a High Reliability Organization.
