The primary purpose of this position is to implement a Performance Improvement program at the Health Care System level. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training.

Delivers classroom instruction about Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization. Expert analyst who has mastered methods to improve program effectiveness or complex management processes and systems and possesses knowledge of agency program goals and relationships with other programs within the agency. Defines a project scope and goals through a collaborative process with subject matter experts and leadership at the facility, service line or program, or unit level. Directs the team towards sustainable solutions that are mistake proof. Mistake proofing is designing processes that cannot be performed in error and thus improve the product experience for *8. Assist in the development of long-range program plans, goals, objectives, and milestones, and/or evaluate the effectiveness of programs conducted throughout VACH. Responsible for leading or coaching the team through development of control strategies, to ensure project solutions are sustained after the project lifecycle. The System Redesign Specialist must be aware of the organization's mission, vision, and values and critical success factors. Develops and refines information for comprehensive reports, addressing such elements as cost analysis, work measurements, trend analysis, efficiency, effectiveness, productivity, and tangible benefits. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training. Incorporates recommendations for the resolution of problems identified in studies such as eliminating, adding, changing, or rearranging specific procedures, products or services or making other changes to more efficiently and effectively utilize resources. Knowledge of clinical practice guidelines and guidelines designed by healthcare improvement organization to collect, analyze, and present data for performance improvement studies and projects Develops benchmarks and assigns a schedule or priority level to a potential project based on the needs of the organization and direct consultation with executive leadership. Develop collaborative relationships and funding mechanisms within the VHA with customers, stakeholders, and other members of the System Redesign Community of Practice - Veterans Integrated Service Network (VISN) offices, VA Central Office (VACO) programs. Ability to recognize different functions and motivations of various employees and groups in the healthcare delivery system and to communicate with each in order to gather information, present recommendations, and coordinate services. Communicates regularly with executive leadership, service chiefs, managers, and supervisors, medical center staff, patients, and their families, VISN and VACO leadership and staff, consultants, representatives of regulatory organizations, academic affiliates, and industry leaders and representatives and members of the general public. Work Schedule: Monday to Friday (8:00am-4:30pm) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. General Adjustment SF-50's with the effective date of within the last year do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50. If you are currently serving in a Hybrid Title 38 position, your SF-50's must reflect you have been in the position longer than one year. SELECTIVE PLACEMENT FACTOR(S) (1) Must be proficient in spoken and written English. (2) Must be proficient in spoken Spanish. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR) Basic Requirements Education Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Or Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: - Missions, organizations, programs, and requirements of health care delivery systems; - Regulations and standards of various regulatory and credentialing groups; and - Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: - Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. - Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and - Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: delivering classroom instruction about Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization. Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying.
