This position is located in Veterans Health Administration (VHA), Office of the Assistant Under Secretary for Health for Operations (AUSHO). The incumbent will serve as the 15-AUSHO writer-editor and provide technical support to Executive Assistant (EA), Correspondence Team, and 15- AUSHO Program Offices. The incumbent is responsible for ensuring timely review and orderly presentation of correspondence prepared for signature or concurrence of the Secretary, USH and DUSH, and AUSHO.
Duties
Coordinating/leading the review of correspondence prepared in the Department for signature for the Secretary, the Under Secretary for Health, and the Deputy Under Secretary for Health and AUSHO
Tracking, monitoring, assigning, and processing executive correspondence and documents related to the Office of the AUSHO, utilizing VIEWS while supporting and complying with the overall mission of 15 AUSHO and its processes in a timely fashion
Works closely with the EA, Correspondence Team, and 15-AUSHO Programs Offices to ensure timely responses to all inquiries controlled to those offices for preparation of responses, providing document-specific guidance in responding to certain priority correspondence
Manages suspense dates for tracked correspondence, working proactively with managers and liaisons while independently coordinating and monitoring an extremely large volume of top priority documents, while successfully processing competing priorities
Subject-matter expert writer and editor for executive communications
Under the direction of the EA, writes, edits, and finalizes high-visibility memorandums and documents for internal and external communication products. Establish, maintain, and organize talking points for internal and external stakeholders
Assists EA personnel in writing and editing a variety of professional communications tailored to government and general public audiences, including executive correspondence, reports, presentations, fact sheets, testimony, and video scripts
Develops a system that appropriately tracks all correspondence and other documents being produced, along with developing procedures to ensure documentation is kept up to date and correspondence is timely
Work Schedule: Monday - Friday, 8am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience tracking, monitoring, assigning, and processing executive correspondence and documents.
Experience writing or preparing congressional correspondence to external stakeholders.
You will be rated on the following Competencies for this position:
Organizational Awareness - Knowledge of an agency's mission, and activities and understands the interactions of the agency with Congress and other Federal agencies and interest groups as they relate to correspondence functions.
Developing Written Products - Ability to prepare reports, memoranda, studies and correspondence; to write technical material clearly and to make informal and formal presentations to a wide variety of people from divergent backgrounds with different levels of understanding.
Communication - Ability to communicate effectively, both orally and in writing.
Analytical - Knowledge of analytical, interpretative and evaluative methods in order to ingrate information in a variety of formats conducive to the intended audience.
Editing - Expert knowledge of editing practices to review documents for completeness, accuracy, tone, consistency of mechanics and expression, logical organization and development, and general readability; determine the overall length and tone based on the objectives, the medium, and the audience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary in nature. No special physical demands are required to perform the work.
