This position is located on the Human Capital Management Team, IT Administrative Services Section, Office of the Chief Information Officer. The position description number for this position is 058834. The incumbent of this position will work a flexitime or compflex work schedule. This is a non-supervisory, non-bargaining unit position. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

Duties

Under the supervision of the Supervisory Human Capital Management Specialist, the incumbent utilizes knowledge of principles and practices in the area of Human Capita l Management (HCM) to support the Office of the Chief Information Officer (OCIO). The Human Capital Management Specialist position provides management and staff with advice and guidance in the areas of staffing and recruitment, OCIO orientation, position management and classification, performance management and rewards, ergonomic assessment coordination, training and development, evacuation management, time and attendance, telework, and transit subsidy program support.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.Knowledge of human resources principles and practices. **Ability to plan and organize. **Ability to provide advice and guidance. **Ability to analyze problems and make recommendations.Ability to communicate in writing.Ability to collaborate and interact with others. Ability to exercise judgment and discretion.Ability to communicate effectively other than in writing.
