Duties
The primary purpose of the Joint Interface and Network Operations Specialist position is to serve as a group level senior exercise planner and program analyst, applying Air Force exercise planning experience and military datalink experience relating to Tactical Data Link (TDL) Employment, Joint All Domain Command and Control (JADC2) Programs, and Exercises Integration.
Serves as Joint Data Network Officer (JDNO), technical expert/advisor to leadership on operation, maintenance, and equipment configuration of the air and space Common Tactical Picture (CTP)
Applying Air Force military datalink experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s)
Group JDNO, technical expert/advisor to group and squadron commanders on operation, maintenance, and equipment configuration of the air and space Common Tactical Picture (CTP)
Unit expert on Intelligence Analysis, Threat-to-Air Analysis/Presentation, Blue-Air Integration, Ground Control Intercept, and Surface Air Defense Integration
Range Contracts, Quality Assurance Evaluator (QAE)

- Work may occasionally require the employee to travel away from the normal duty station, or on military and
commercial aircraft.
- Strong background in tactical data links required; preferably a qualified Link Unit manager with 2+ years of
experience or JICO
- The employee may be required to work overtime and uncommon tours of duty with limited advance notice.
- This position is considered Mission/Emergency/Key Essential
- Recall to duty may be a requirement of this position
Qualifications
The incumbent may be required, on off duty time, during exercises, high states of readiness and disasters, to carry electronic devices for the purpose of being contacted and remain within a reasonable call-back radius.
This position is designated by the Air Force as a Testing Designated Position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing
This position is designated as a KEY POSTION IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operation. Incumbents of key position must be removed from their military recall status if alternative for filling of the position during and emergency are not available.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administrative and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of Common Operational Picture (COP) and Common Tactical Picture (CTP) concepts, principles, and systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience; practical and theoretical knowledge of joint services data link systems/equipment for application to difficult and complex situations and problems that have no clear precedent; ability to research and solve interoperability problems with a wide variety of complex interactions; and extensive knowledge of military command structures at the tactical and operational levels of war
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of group exercise program goals and objectives while conducting major flying exercises
Knowledge of applicable concepts, principles, and practices of specific systems/equipment for tactical datalink operations to include Link-16, SADL, JREAP-A, and JREAP-C
Knowledge of the mission, roles, functions, organizational structures and operations of Coalition, Joint and Air Force data link-capable weapon systems to provide guidance for joint interface control operations.
Skill in analyzing and interpreting engineering drawings, technical manuals, computer network architecture, and technical data; as well as identifying and analyzing complex technical problems and developing innovative solutions
Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and direct functions of an organization and associate organizations, and reprioritize work to meet changing deadlines
Ability to effectively communicate both verbally and in writing
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
