You will serve as a PROGRAM MANAGER in the INDUSTRIAL OPERATIONS DIRECTORATE of NAVSEA HQ FIELD SUPPORT.

Duties

You will maintain in-depth understanding of Navy maintenance and industrial operations issues and programs and must be able to assimilate and communicate information across a broad spectrum of program areas. You will oversee and maintain a high level of engagement with the Public Affairs Officers and senior leadership at the Naval Shipyards and SUPSHIPs, and advises them on SEA 04 initiatives, programs, and policies. You will apply management and business principles to analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue. You will coordinate program requirements across Congressional interest, DoD, Navy, and Industry, consulting functional experts both internally and externally, to de-conflict competing priorities and requirements and gain consensus. You will keep abreast of actions, studies and projects being carried out by Department of Navy (DON) and Department of Defense (DoD) elements that affect platforms or systems. You will be responsible for development, oversight, and execution of SEA 04 front office operations including Congressional and public affairs efforts. You will be responsible for development, oversight, and execution of SEA 04 directorate briefings, coordination of technical data, and analysis of information intended to inform and guide decisions made by Flag and SES level personnel. You will coordinate inputs from individual departments and develop overarching view of industrial operations efforts, goals, challenges, and initiatives.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing and executing front office operations by coordinating technical data, and analysis of information(e.g., budget/financial performance, business analysis, workload leveling, or data analytics) intended to inform and guide decisionsto support strategic planning initiatives for a shipyard or industrial organization. Examples of specialized experience include: Demonstrated experience and expertise working with senior leaders (internal and external to the Command) to address complex issues and coordinate unified responses to data calls, requests for information, inquiries, and similar efforts and activities. Demonstrated expertise reviewing and analyzing complex information and data needed to inform senior leadership decision-making. Expertise summarizing analysis and/or findings and conveying this information to senior leadership in a wide range of formats which include emails, briefings, issue papers, etc. Demonstrated ability to coordinate and guide a leadership team tasked with resolving long-standing problems and issues, particularly as related to public and private shipyards.
