You will serve as a Supervisory Program Manager in COMMANDER - NAVAL INSTALLATIONS headquarters.
Duties
You will develop and manage policies and procedures for Defense Business System (DBS) utilized by Department of Defense and Department of Homeland Security Housing Programs and installation Housing offices.
You will represent system and Housing program requirements in senior executive meetings with Office of the Secretary of Defense (IE), Inspector General, comptroller offices, DoD Housing Service leadership, Department of Homeland Security (DHS), CIOs.
You will coordinate deployments of highly visible or controversial change requests and functional software updates with all system stakeholders.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Candidate must obtain and maintain Contracting Officer Representative (COR) certifications.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting DoD, DoN, CNIC program and budgeting processes for Joint Service Defense Business Systems to create IT system life-cycle investment requirements and execute complex and comprehensive project management and cybersecurity plans and processes, 2) Interpreting DoD and DoN acquisition policies and processes and/or the ability to create and execute short and long term acquisition plans for a global secure enterprise system to include funding, requirements determination, and negotiation across multiple system stakeholders, 3) Interpreting multiple IT cyber security disciplines to include automation, physical and information security, as well as an understanding of information technology hardware, software, and capabilities of information systems, 4) Understanding DoD, DoN, Joint Staff, FLTCYBERCOM, USCYBERCOM, DISA, and CNIC CIO directives and policies providing guidelines, cybersecurity and/or technical objectives that apply to a Defense Business System in the OSD EI&E domain, 5) Supervising civilian personnel and oversight of contract personnel to include establishing and managing objectives, priorities, work plans, and mentors and resolves priority conflicts.
