Duties

You will apply analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements. You will evaluate and recommend computer systems hardware, environmental software , including operating systems, utility software, and other COTS products. You will manage the installation, configuration, troubleshooting, and tuning of selected computer systems hardware, environmental software, and communications facilities for assigned systems. You will provide technical direction for the creation and maintenance of user accounts and for the application of appropriate security controls to system resources. You will support the installation and operation of business applications on assigned computer systems by directing the construction and maintenance of separate development and production environments. You will prepare technical operating procedures to provide on-going and day-today technical support of computer systems and applications. You will monitor the usage, performance, and integrity of assigned computer systems for adherence to service level agreements. You will educate users and technical staff regarding hardware, environmental software, and communications concepts and procedures, file sharing and file management techniques, on-line system access facilities, and application facilities and usage.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Code 451, Intermediate/Journeyman Level, within 12 months of appointment.

Qualifications

FOR GS-07 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector applying Information Technology (IT) principles, methods, or tools to provide assistance in identifying or resolving IT problems. In addition, your experience must reflect one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: preparing technical operating procedures to provide on-going and day-to-day technical support of computer systems and applications. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: supporting local and remote user access to applications by identifying and managing the implementation of required communications infrastructure. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: educating users and technical staff regarding hardware, environmental software, and communications concepts and procedures, file sharing and file management techniques, online system access facilities, application facilities and usage and security procedures. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: proposing improvements to standards and procedures.   • Successful completion of 1 full year (18 hours) of graduate level education from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; -OR-
  • Successful completion of a bachelor's degree with superior academic achievement (see job opportunity announcement for additional information) from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and my education has equipped me with the competencies/knowledge, skills, and abilities necessary to do the work of this position as described in the job opportunity announcement.
