Duties

The primary purpose of this position is to serve as the 505th Command and Control Wing (505 CCW) Advanced Programs Office's Electronic Warfare (EW) program analyst and integration subject matter expert by providing expertise, analysis, advice, and oversight of the overall integration and coordination of EW efforts across the Electromagnetic Operational Environment (EMOE) throughout all aspects of the wing's exercise, training, testing, and experimentation missions. - Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s). - Key advisor to senior leadership for joint electromagnetic spectrum management operations (JEMSMO) across the five AOC divisions and AFFOR Staff. - Plans, organizes, coordinates, directs, and implements course development and delivers instruction to include the development and support of training exercises and advanced academic courses at the C-NAF/component-level. - Establishes, coordinates and maintains test and exercise materials in order to provide critical operational, test and exercise support for ACC and USAFWC. - Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • May occasionally be required to work other than normal duty hours, and/or shift work may be required which may include overtime and/or irregular hours.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters. Periodic shift work may be required.

  • Integrated Joint Special Technical Operations (IJSTO), operational Command and Control (C2) and cyberspace operations and planning experience is highly desirable.
  • C-NAF AOC/AFFOR-level Electromagnetic Warfare (EW), operational C2 experience is highly desired.
  • Air Operations Center (AOC) or equivalent operational level experience and knowledge of AF C2 and IJSTO processes is highly desirable.

Qualifications

Conditions of Employment Continued: Skill with current Air Force exercise systems - Air Warfare Simulation (AWSIM) and TBMCS, including ESTAT, and WEBAD tools. Desired experience: JADOCS, mIRC (or other collaborative tool used by AOCs), and ROVER and familiarity with Army systems used in Air, Space and Cyberspace Operations Centers is highly desirable. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial pre-employment drug testing and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve"). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and understanding of current wartime planning and current national military strategy, operational Air Force Doctrine, joint doctrine, joint and Service planning models, operational design and airpower theory, cyberspace operating principles and doctrine, DoD policy and guidelines, and Air Force war and mobilization planning. This also includes particularities and timelines associated with planning, IJSTO, space, and cyber operations as well as requirements for coordination, joint and air component integration, and C2; knowledge of all aspects of cyberspace and military operations conducted across the competition continuum. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the application of military operations as it applies to assigned programs, operations, weapon systems, logistics support and personnel readiness in support of major military operations such as war, mobilization, deployment, PBBS, exercise, Special Operations, command and control, rescue, Information Operations, or similar operations. 2. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same. 3. Knowledge of the application of military offensive cyberspace control expertise as it applies to assigned programs and assigned weapons systems to include Joint/Combined Air Operations Center, Cyberspace Operations Center, Air, Space and Cyberspace Command and Control, functions, organization and processes. 4. Ability to apply a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of plans, operations, exercises and training events. 5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively both orally and in writing as an instructor, negotiate complex issues, and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
