Primary purpose of this position is to serve as the Manpower/ Personnel Analyst plan and direct the conduct of comprehensive manpower/organizational analyses/studies of a wide diversity of organizations, functions, work processes, provide management consultation to improve effectiveness, resource efficiency, resource savings for the JIOWC Joint Information Operations Warfare Center (JIOWC), Manpower and Personnel Division (J1), Human Capital (B223811), J1 Human Capital (B223811), Pentagon, WA.

Duties

As the Center's manpower representative, integrates organizational objectives and requirements to improve organizational efficiency and performs studies of the organization's structure, function(s), and its interrelated work process to develop solutions to improve processes and maximize resource utilization. Conducts organizational and process-related civilian personnel/manpower requirement determination studies. Provides seasoned consultative management advisory services on the effective use of civilian personnel to support goals and objectives and produce results that accomplish directorate missions. Administers JIOWC's military personnel position management and sustainment. Establishes, maintains, and monitors internal procedures to ensure successful management of all military personnel programs. Focal point for JIOWC manpower and personnel issues. Represents the Center with a variety of functional area organizations.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
  • Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This posn is subject to provisions of the DoD Priority Placement Program

  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Requires advanced management and organizational principles and practices and a comprehensive knowledge of manpower and personnel guidelines and processes - in the Joint community as well as the individual services. Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance, and policy. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of analytical and evaluative techniques as well as Department of Defense (DoD) and Joint Service organization principles, concepts, and methodologies used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of programs operations and to devise organizational structuring options for complex joint military organizations. 2. Knowledge of an extensive body of civilian and military human resources (HR) regulations, policies, directives, instructions, rules, and procedures sufficient to provide advice to management on a variety resources management (HRM) issues (e.g., merit promotion, recruitment/placement, employee performance, conduct, etc.), interpret regulations, monitor, and track requests for personnel action, administer pay pools, and other comparable actions. 3. Knowledge of joint military component, directorate, or comparable organization structures, functions, missions, objectives, operating programs, and administrative policies and procedures sufficient to identify, consider, and present options for the resolution of human resources (HR) focused organizational and program issues. 4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolutions of issues or problems concerning the efficiency, effectiveness, and cost of program operations. 5. Skill in conducting quantitative and qualitative analysis of HR program operations; gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; making recommendations for enhancements and improvements; and preparing and presenting briefings and reports. 6. Ability to communicate effectively, both orally and in writing, understands and negotiates complex issues, and maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
