This position is located within the Coordinator of Afghan Relocation Efforts (CARE) Office. The incumbent serves as a Grants Management Specialist with responsibility for planning, awarding, administering, coordinating, and exercising accountability for grants and cooperative agreements in support of Afghan refugee relocation program needs and objectives.
Duties
Leads and executes the various stages of the grant lifecycle including pre-award review, grant progress monitoring, and award closure; coordinates actions with program officials regarding administrative and programmatic issues.
Serves as the day-to-day point of contact for grants administration activities and portfolio of grants, including serving in a liaison capacity between the SCA CARE and awardee organizations to clarify , interpret, and resolve issues.
Designs studies to conduct in-depth analyses pertaining to complex assistance issues, impacting human lives
in an area of the world prone to conflict threats and subject to U.S. sanctions.
Validates official grant documentation, including ensuring the terms and conditions and other clauses are accurate and comply with all legal and administrative requirements prior to the signature of the award.
Serves as a liaison between the U.S. Government and external organizations (prospective or actual grant awardees), explaining the application and evaluation process and addressing any questions and concerns that may arise.

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must applying for the GS-14 must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience performing risk assessments of grant applicants prior to the awarding of foreign assistance funds.
Experience making recommendations to senior leadership regarding grant and cooperative agreement operations overseas and/or domestically.
There is no substitute of education for specialized experience for the GS-14 position.
