The Office of the Chief Financial Officer (OCFO) is seeking individuals to fill the position of Administrative Manager to serve as a team lead, managing a staff of resource's professionals. Additionally, you will be applying financial management knowledge and expertise to the establishment of technical program/project objectives and applying financial management principles, techniques, and concepts to the accomplishment of those objectives.

Duties

Serves as a key advisor to the Program Business Manager (PBM) and other members of the management team. Provides programmatic leadership and communicates best business practices enabling decision making. Provides assessment and advice on a wide spectrum of business topics to the resources team. Serves as a subject matter expert and mentor to others within the community. Integrates, assesses, and summarizes complicated programmatic information and processes to facilitate mission success. Analyzes the program or project portfolio to identify and leverage synergies or address risk, issues, and concerns. Provides guidance on the federal budget process, cost accounting, and NASA Planning, Programming, Budgeting, and Execution (PPBE) procedures. Ensures budgeting decisions are in accordance with federal and NASA guidance, and project requirements. Develops, reviews, and presents accurate business reports and information to senior management. Explains and recommends budget options as needed. Manages the flow of integrated cost, schedule, and risk information, and provides guidance, decisions, and adjustments to plans and products as required. Follows the Project Planning and Control (PP and C) functions. Manages contracts to ensure quality, cost, schedule, and technical performance. Coordinates budget changes as needed and supports the various procurement activities in accordance with NASA policies and regulations. Identifies and mitigates risk before they become issues that adversely affect cost and schedule. Advises management on major issues and concerns and helps implement resolutions and workarounds. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • Financial Disclosure, Drug Testing, and/or the Travel Requirements for this position may differ and be required based on the duty location/NASA Center requirements.
  • Position subject to pre-employment background investigation or higher level clearance. Investigation/Clearance may differ and be required based on the duties/location-NASA Center requirements.
  • The location will be determined upon selection but must be at one of the locations indicated within the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Providing advice and guidance to resources team and line managers on resources and business activities; Creating, reviewing, presenting, and justifying financial information to senior management; Implementing elements of Project Planning & Controls (PP&C), such as Resource Management, Scheduling, Cost Estimation/Cost Assessment, Acquisition and Contract Management, Risk Management, or Configuration and Data Management.
