This position is located in the Department of Health and Human Services, Program Support Center, Financial Management Portfolio (FMP), located in Rockville, Maryland and Washington, District of Columbia.

Duties

The incumbent will provide assistance to the Financial Management Portfolio (FMP) leadership in implementing activities that impact or affect the Program Support Center (PSC) financial practices. This position is responsible for analyzing a wide range of financial management program activities for the development of policy, consolidated financial statements, reports, analyses, accounting standards, financial systems, and financial statement audits, in addition to overseeing and coordinating input from other organizations in response to financial audits. The duties and responsibilities of this position include: Advising on improvements to business services, practices, and systems through effective and efficient strategic thinking, critical analysis, resources and program performance management, change management, policy development, communications, and customer-related management. Leading PSC-wide or FMP-wide financial management initiatives. Collaborating in the analysis of significant challenges to ensure that financial requirements are implemented consistently with complex, unclear, and often competing legislative requirements.

Applicants must demonstrate that they meet the specialized experience requirements as noted below. GS-15 Specialized Experience: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Interpreting federal guidance related to government-wide accounting policy and standards for financial systems and programs. Developing and/or implementing financial management policy and procedures for a program/organization. Providing financial management technical guidance to leadership, staff members and/or contractors. Mentoring and/or counseling employees on work and administrative matters. Conducting presentations or training on financial management topics such as accounting standards, and/or financial reporting requirements.
