About the Position: This position is with US Army National Guard Bureau Joint Staff, NGB-J6, C4 Systems and CIO Directorate located in Arlington, VA.
About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums.
Duties
Assist with providing spectrum-planning guidance, policy analysis, systems integration, systems analysis, operational support, and spectrum management in accordance with the Electromagnetic Spectrum regulation and Management Operations guidance
Support planning, programming, implementation, and oversight of the National Guard’s Joint CONUS Communications Support Environment (JCCSE) capabilities that support combatant commanders, interagency partners at federal, state, and local levels
Actively participate in briefings, presentations, reports, and technical papers to ensure awareness of changes and updates to spectrum management allocations, doctrine, and procedures in order to maintain interoperability
Attend conferences, conventions, seminars, and confers with officials of Government, industry, etc., to ensure effective and timely action by those involved to achieve efficient methods and procedures which have an impact on program
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- This position may be considered emergency essential as work performed by the employee may directly bear on the functions, initiatives, and operations of the Installations and its agencies.
- Continue- The employee may be required to remain on duty or report for duty during severe weather or other installation closings or emergencies.
- The incumbent may be subject to short or no-notice recall to duty for emergency situations or exercises. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- The employee may have to or be able to attend and successfully complete formal Electromagnetic Spectrum Management training.
- The employee may be required to work shift work if the organization moves to a 24/7 operation during national emergency, severe weather or other installation closings.

Specialized Experience: One year of specialized experience which includes providing spectrum management services to support a broad range of telecommunications requirements; assisting with spectrum support for tactical communication systems; providing spectrum-planning guidance, and systems operations; conducting meetings, formal briefings and writing formal proposal as project manager.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
