Duties

Serve as a Supervisory Telecommunications Specialist in the Task Force Support Office with full oversight and technical management of a team of telecommunications specialists and information technology (IT) professionals. Operate and manage a complex enterprise architecture consisting of secure and nonsecure voice, video and data communications distributed over a wide geographic area and engineered to sustain operations under all conditions. Provide expert advice to senior management on telecommunications and IT strategic planning, operational issues and challenges and monitoring and maintenance of contingency communication systems. Recommend, develop, implement and maintain telecommunications and IT policies affecting the accomplishment of a national level program, which directly relates to national security. Provide expert technical guidance in the areas of national contingency communications and survivable communications, managing projects that are assigned in those mission areas. Guide the efforts of the team and contractor support, and coordinating these activities with other parts of the office or other agencies/organizations as necessary. Provides in depth analysis of system issues and outages to determine root cause and develops solutions to resolve. Support planning and operations of Continuity of Operations Planning (COOP) and National Security Emergency Preparedness (NSEP).

  • This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.

Qualifications

To qualify for a Supervisory Telecommunications Specialist your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cutoff/closing date of the announcement. Creditable specialized experience includes: Expert level Telecommunications operations, procedures, and maintenance, and Telecommunications planning, training, analysis. Planning and operations in support of National Security Emergency Preparedness (NSEP) and Continuity of Operations Planning (COOP). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
