You will serve as an IT SPECIALIST (INFOSEC) in the ADVANCES PROGRAMS DIVISION, COMMAND RISK MANAGEMENT BRANCH of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will develop and maintain a cybersecurity program with policies adhering to the NIST Risk Management Framework (RMF), with specific focus on the Joint Special Access Program Implementation Guide (JSIG). You will coordinate with program managers, security officers, and system administrators to ensure confidentiality, integrity, and availability are preserved across the entire enterprise. You will ensure that Command directives are implemented and enforced, and that cyber best practices are applied to ensure a secure operating posture. You will oversee a team of Information System Security Officers (ISSOs) and coordinate internally with F-35 team members to ensure that development, test, and production environments maintain their accreditations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 461 level Advanced within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the (DS-04) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Writing information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling; 2) Expressing thoughts persuasively and uses effective modes to reinforce message retention; 3) Demonstrating ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences; 4) Making clear and convincing oral presentations; 5) Providing functional and/or technical support to customers to ensure validation of requirements and delivery of Information Technology capabilities; 6) Planning, implementing, tracking and/or evaluating configuration/requirement changes across the enterprise and organizations.
