The Social Worker Program Manager under Mental Health Service located at Central Alabama Veterans Healthcare System (CAVHCS) is responsible for ensuring provider and ancillary staff coverage for the Inpatient Psychiatric Unit. The Program Manager has oversight for clinical services provided to ensure recovery-oriented care, in all aspects of the inpatient psychiatric unit.

Duties

Major Duties: All professional and administrative activities within the Inpatient Unit including selection, orientation, and continuing education of staff. Continuing surveillance of the professional performance of all individuals in the section who have delineated clinical privileges. Monitoring and evaluating the quality of care provided. This includes access, efficiency, effectiveness, and appropriateness of care and treatment of patients served and the clinical/professional performance of all individuals in the section. Monitoring and evaluation to include case reviews, quality of psychosocial intakes, drug-usage evaluation, medical record reviews, risk management, patient safety data, sentinel event data, appropriateness of clinical practice patterns, and utilization review as reported by committees tasked with these functions. Recommending enough qualified and competent individuals to provide care, treatment, and services. Recommending space and other resources needed. Reviewing provider performance improvement activities and data as part of the renewal of privileges/scope of practice. The coordination and integration of interdepartmental services. The development and implementation of procedures that guide and support the provision of care, treatment, and services. The continuous assessment and improvement of the quality of care, treatment, and service. The maintenance of quality control programs, as appropriate. The orientation and continuing education of staff. Reviewing appropriate supply and demand data within individual clinics via a variety of reports (e.g., VSSC) and ensuring strategies are implemented to increase supply and shape demand. Pulling reports related to provider clinic utilization as mapped to the assigned MCA DSS labor report; ensuring maximum use of provider time to accommodate patient care needs and balance supply and demand based on variation to the system. Developing backlog reduction plans when delays occur and when supply is equal to or less than demand. Promoting and enforcing compliance with access targets, measures, metrics, policies, etc. Performs other duties as assigned. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-13Education and Experience: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. The actual grade at which an applicant may be selected for this vacancy is a GS-13. Physical Requirements: The population of male and female Veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. Central Alabama Veterans Health Care System is a major interdisciplinary teaching facility, serving medical, surgical, geriatrics and mental health inpatients and outpatients. There is a large outpatient psychiatric population, with visits to the Emergency Department and admissions for medical co-morbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
