As a Administrative Management Specialist at the GS-0301-11, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for performing a variety of administrative, clerical, and analytical duties that are essential to the smooth, effective, and efficient operation of Program Development and Support (PDS) in carrying out responsibilities related to a variety of activities and initiatives of Healthcare and Insurance (HI) and the agency.
Duties
Responds personally to general inquiries and administrative issues, coordinating with other program offices within OPM and with external organizations or agencies.
Arranges meetings, assists in conference planning, and other related activities for the PDS Deputy Associate Director.
Schedules meetings for the PDS Deputy Associate Director, determines when preliminary discussion with individuals or organizations are necessary, prepares agenda for meetings, briefs the PDS Deputy Associate Director and PDS Deputy Assistant Director and Program Managers and arranges for subordinates to attend meetings in the PDS Deputy Associate Director's absence.
When applicable, accompanies the PDS Deputy Associate Director to internal and external meetings and follows up on behalf of the PDS Deputy Associate Director on issues raised by constituency group members.
Prepares status reports of particular activities or projects, as requested by the PDS Deputy Associate Director, and/or PDS or HI senior leaders, that describe issues, sources of controversy, and alternatives for action.
Tracks and monitors correspondence, reports, and items of special interest to the PDS Deputy Associate Director. Handles various parts of special projects such as writing option papers and justifications.
Anticipates the need for background and reference material; obtains and assembles information from a variety of sources; organizes the materials and draws attention to the most important parts; prepares summaries of material abstracted, and sends the summaries to the PDS Deputy Associate Director, and other PDS staff as needed.
Prepares a variety of correspondence and reports using computer software applications such as word processing, spreadsheet, desktop publishing, graphics, electronic mail, and other specialized software.
Reviews decision packages and other documents for timeliness, procedural correctness, completeness, and apparent responsiveness to requirements.
Uses knowledge of the PDS Deputy Associate Director's views, operating methods, and decisions to serve as a liaison to coordinate activities and assist OPM managers and program offices in carrying out OPM decisions and requirements.
Responsible for the management, oversight, outreach, and other related activities to a document management system that controls internal review and approval for all correspondence, guidance, etc.
Qualifications
For the GS-11 Grade Level: Applicants must have one year of specialized experience at the GS-09 grade level (or equivalent) serving as an administrative specialist performing the following duties:
tracking and managing official communication;
arranging meetings and conferences; and
composing and editing correspondence ensuring proper grammar, format, punctuation and spelling.

Have a Ph.D. or equivalent Doctoral Degree

Have 3 full years of progressively higher graduate level education leading to such a degree or LL.M., if related.

Have an equivalent combination of specialized experience and graduate level education. The education and experience must be directly related to the work of the position to be filled. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 grade level.
