The Administrative Officer is responsible to the Chief, Medical Administration for the assigned administrative functions of Medical Administration Service (Eligibility, Health Information Management, and Support Services). They work independently to relieve the Chief of complex administrative matters relating to medical administration activities.
Duties
Personnel Administration and Management
Directs the personnel management program for the organization, performing or overseeing the full range of human resource requirements for the service.
Performs the full range of personnel management and administration for an administrative service with varied functions and activities.
Acts as liaison with the human resources office concerning personnel-related matters.
Assists in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals.
Reviews, analyzes, and interprets incoming request, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Provides orientation for new staff.
Budgeting/Financial Management
Provides for budgeting and financial management for Medical Administration, to include budget formulation, justification, and execution; financial management; and financial reporting.
Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
Participates with managers in reviewing office needs, plan, and goals to develop budget data and justification for review and approval.
Prepares budget package for submission to the budget office.
Monitors balances and status of projects and recommends redistribution of funds as needed.
Responsible for Medical Administration Fund Control Points, DSS mapping, and VERA funding information.
Administrative Management
Provides for the overall administrative management for Medical Administration which covers Eligibility, Health Information Management, Call Center, and Support Services.
Responsible for interpreting administrative policies, and developing and implementing local policies, defining administrative requirements, and/or providing advice to management on related issues.
Point of contact for OI&T for information technology planning initiative for hardware and software needs for the service.
Collects individual security needs to determine menu access for staff.
Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork.
Work Schedule: Monday-Friday 7:00 a.m.- 3:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50's include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50's at the highest grade held with an effective date more than one year old.
You may qualify based on your experience and/or education as described below:
GS-9Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Experience in applying analytical and evaluative methods and techniques to issues or functions related to office administration; Experience applying knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations; Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the VA; Experience in process improvement for program effectiveness and productivity; Interpersonal skills in presenting staffing recommendations and negotiating solutions; Experience in conducting detailed analyses of complex functions and work processes.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required to carry or move files, main, and small office items.
