This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Enter traveler details into a profile on DTS software.
Receive and review each authorization and voucher, screening and verifying travel receipts.
Submit requests for reimbursement and confirms accuracy of each transaction.
Perform updates of the DTS to reflect personnel changes.
Manage, coordinate, and provide travel policy guidance, advice, training, and assistance to travelers and Approving Officials/Certifying Officers AO/CO) within the organizations.
Conduct pre-payment and post-payment reviews of Defense Travel System (DTS) TDY documents to ensure compliance with DOD and local travel policies.
Monitor and act to close DTS travel authorizations with unsettled travel vouchers in conformance with travel guidelines and policy to manage, track, and satisfy travel debt.
Serve as the primary liaison between the travel cardholder and the Government Travel Charge Card (GTCC) vendor.
Conduct periodic reviews for potential card misuse/abuse, spend maximization, delinquency, card status, and credit limits.
Adjust the credit limits of Individual Billed Accounts (IBAs) to meet mission needs and placing IBAs in PCS/Mission Critical Status, when applicable.
Ensure cardholder's point of contact information is current with GTCC Vendor.
Work with local Defense Travel Administrators to ensure GTCC information is accurate in cardholder profile while maintaining hierarchy structure and detailed listing of cardholder accounts.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- This is a Term position scheduled to last 2 Years. A term position may be extended to a maximum of six years depending upon the needs of management.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: One year of specialized experience which includes:
(1) Experience advising organizations on financial management and/or accounting matters relevant to travel policy or regulations.
(2) Experience processing travel orders using an automated system, such as Defense Travel System (DTS), AND
(3) Experience managing daily operations of an organizations travel card program to include, liaison between cardholder and vendor, periodic review of financial transaction records and/or maintaining cardholder profiles for accurate contact information.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02/GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 pay band is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.
This is a contingent (TERM) appointment, NTE 2 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.
Employees hired for more than one year, under the contingent employee appointment authority are given term appointments in the competitive service for no longer than five years. The MRMC Commander is authorized to extend a contingent/term appointment one additional year.
