You will serve as a Program Analyst in the SCIENCE & TECHNOLOGY BR, FLT CAP RQMT, CONCEPTS, & EXPER DIV of COMMANDER US FLEET FORCES COMMAND.
Duties
You will manage a matrixed organization of assessors across the Warfighting Development Commands, Warfare
Centers, and Center for Naval Analysis (CNA) and oversees the efforts of contractor support personnel.
You will provide decision briefs as necessary at the Flag/Senior Executive level to facilitate Fleet
Commander’s approval or non-concurrence for assessment program funding.
You will assist in developing Fleet Battle Problem (FBP) objectives and schedule, developing, staffing, and promulgating a three-year
FBP campaign order and executing FBP Concept Development Conferences (CDC) and related planning meetings.
You will coordinate action on post-event reconstruction, analysis and assessment reporting.
You will provide oversight of the assessment program to ensure compliance with DoD regulations,
relevant instructions and notices, and CNO and Fleet Commanders' guidance.
You will review all aspects of the Fleet Joint Assessment process and provide technical expertise to staff to ensure continuity, oversight, management and tracking of assessment process,

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience managing multi-disciplinary teams of engineers, analysts and Fleet operators in order to effectively develop, plan, and execute operational assessments for Fleet Battle Problems, Large Scale Exercises and related Limited Objective Events.
Experience working with Navy Warfare Centers, Program Offices, OPNAV resource sponsors and Fleet commands managing concurrent assessment planning and execution efforts.
Experience utilizing the OPNAV POM process and how to effectively develop and submit the required funding documentation supporting Fleet operational assessment programs.
Experience performing qualitative and quantitative processes supporting data collection and analysis and be able to present, defend, and advocate for findings in Flag forums at all echelon levels.
Experience analyzing capability development aspects of Fleet experimentation and Science & Technology efforts and how they relate to operational assessments.
Experience developing and setting long-term assessment program goals in accordance with Fleet and OPNAV capability development guidance.
