About the Position: This position is located in the U.S. Army Corps of Engineers, Philadelphia District, Contracting Division, Philadelphia, PA.
Duties
As a Supervisory Procurement Analyst, you will:
Oversee and direct the functions/programs and training of the Procurement Analysts, Contracting Officers, Contract Specialists, and Government Purchase Card A/OPC with the primary purpose of standardizing related processes.
Ensure consistent application of applicable regulations. Incumbent will establish and implement metrics to ensure progress toward standardization is achieved.
Review and evaluate acquisition compliance and quality reviews; assuring corrective action is taken when
necessary.
Assist in planning, developing, and establishing District strategy for the overall District acquisition program in support of the USACE, Division, and District Mission and Campaign Plans.
Provide guidance and technical assistance to all acquisition study groups and Project Delivery Teams
(PDTs), as required.
Advise management, Contract specialists, Contracting officers, and Technical team members on matters pertaining to contracting policies and procedures.
Monitor and track the status of organizational improvement initiatives and assists in coordination effort when scope of the involvement affects other government organizations and/or private industry.
Conduct reviews of contracts and purchase actions within predetermined categories based on dollar value, method of acquisition, and other factors.
Review for appropriate contract type, pricing provisions, selection of source, determinations and findings, documentation, clarity of contract terms, subcontracting plan compliance, and compliance with procurement regulations and directives.
Serve as the District’s technical expert on “Back to Basics” training in interpreting and providing guidance relative to certification levels, training, and education as applies to acquisition workforce members throughout the organization
Responsible for initiating, developing and recommending and overseeing contracting policies, procedures, guidance and ensuring implementation of these processes for the district.
Assist in developing contracting policy for the district and all contracting functions and participates in the review of acquisition procedures.
Supervise, plan, and direct assigned functions and overall personnel management activities to include positions and pay, selection or participation in the selection of subordinate employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Basic Requirement for GS-1102-13:

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Reviewing contract actions to ensure adherence to policies and regulation; conducting early acquisition planning with customers; 2) reviewing procurement operations and the Government Purchase Card Program; 3) directing work of lower graded personnel engaged in the organization's acquisition procedures; 4) and providing guidance to team members who administer contracts.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
