The Medical Management Specialist is a facility-wide position, located in the Office of the Chief, Health Administration Service (HAS), or Business Office (BO), or Medical Administration Service (MAS), or similarly named and organized service; the position has both the authority and responsibility to represent both the Medical Center Director and the Chief, HAS on all administrative matters occurring when assigned to other than a normal tour of duty.

Duties

Major duties include but not limited to: Interprets VA rules and regulations relating to and determining legal entitlement to benefits in relation to hospital admissions; spinal cord injury, nursing home, dental treatment, domiciliary patients, Non-VA Care, inter-facility transfers, prosthetic appliances, outpatient care, beneficiary travel programs, decedent affairs and emergency room services urgently needed. Ensures that appropriate VHA regulatory, local, and national policy requirements and any legal issues, VA and/or state are met in all processes. Processes administrative issues surrounding beneficiary death, suicides, homicides, dead on arrival (DOA), seriously ill, cardiac arrest, intervention team, assaults, (on and off VA property) elopement and medical care cost recovery matters, and facility or community disasters. Enacts and assumes control of communications, notifications and coordinates the central command post in the event of local and civil disasters, in accordance with facility disaster plan until it is under the control of the delegated staff. Observes, evaluates, and coordinates administrative activity with Information Resource Management Service (IRMS), Engineering, Laboratory, Radiology, Nursing, VA Police, Social Work Service, Food and Nutrition, Environmental Management Service (EMS), Voluntary Service, Canteen, and all other ancillary services as necessary. Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned Veterans, families, visitors, law enforcement official, representatives from private hospitals, Veterans service organization representatives, VA Central Office, Congressional offices, military personnel, private physicians, media, and the general public. Oversees determination of applicants' eligibility; obtaining income and insurance information for appropriate non service-connected applicants; counseling non service-connected Veterans to determine ability to defray costs of medical care elsewhere. Maintains good public and media relations; releases appropriate information to news media and public in accordance with VA regulations, VAMC policy, and Privacy Act and Freedom of Information Act requirements. Prepares daily Gains and Losses Sheet and other related statistical reports. Reviews data and information for trends, problem areas and makes or suggests recommendations to meet hospital Mission, Vision and Values. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 7pm-7am;Various rotating days, evenings, weekends and holidays. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS 7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of VA rules and regulations relating to hospital admission; outpatient care, nursing home, dental treatment, patient transfer, beneficiary travel and non-VA Care. Provides compassionate and sympathetic explanation of death and burial benefits to family members and next of kin in a tactful and diplomatic.. Extensive knowledge involving enrollment and eligibility determination process When unusual circumstances occur determines actions to cancel clinics and appointments. Seeks clinical input and initiates process to contact affected parties and reschedule where appropriate. Coordinate work and activities with relation to the functions of other services OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess one full year of graduate level Education or Superior Academic Achievement (S.A.A.). (Transcripts Required) OR, Combination: Applicants may also combine experience and one full year of graduate level Education or Superior Academic Achievement (S.A.A.). The total qualifying experience as a percentage of the specialized experience required plus total creditable education as a percentage of the education required equals at least 100 percent. (Transcripts Required) GS 9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintains continuity of functions and provides full medically administrative. Provides compassionate and sympathetic explanation of death and burial benefits to family members and next of kin in a tactful and diplomatic. Provides administrative authority, guidance, and advice. Interprets rules and regulations relating to, and determines legal entitlements to benefits in relation to hospital admissions. Assumes control of communications, notification and coordinates the central command post in the event of local and civil disasters, in accordance with Observes, evaluates, and coordinates administrative activity. facility disaster plan until appropriate leadership assumes responsibility. Conducts analytical studies on operational processes, issue topics, or related special projects as assigned. These may include access, consultations, travel, enrollment management, Medical Center Memoranda or Policies or other topics related to the flow of patient care related to health administration processes. OR, Education: Applicants may substitute education for the experience required for the GS-09 level. Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B, or J.D., if related. (Transcripts Required) OR, Combination: Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09.
