Duties
Represents DFAS as a recognized subject matter expert to establish and maintain a multi-disciplinary threat management capability to conduct and integrate the monitoring, analysis, reporting, and response to insider threats.
Provides expert staff advice, interpretation, assistance, consultation and information on all issues related to Insider Threat, specifically in areas where the policies are unclear, unprecedented or controversial.
Identifies and develops ways to resolve problems or cope with issues that affect the accomplishment of goals and objectives.
Incumbent advises Agency managers on new developments and advances in Insider Threat detection related techniques; planning, organizing, and directing studies to develop long range (e.g., 5-10 years) studies and forecasts.
Evaluating and making recommendations concerning overall plans and proposals for DFAS Insider Threat assessments. Collects and analyzes data that is essential for assessing the success of the DFAS Insider Threat Program.
Develops and implements analytic strategies for detecting malicious activity on systems and cyber networks through data collected from, and coordination with, information technology.
Collects and analyzes data, prioritizes significant and emergent events for further investigation, correlates information with other information sources to establish context and compile information into analytic reports in support of reporting.
Analyzes information collected over periods of time to make assessments regarding trend anomalies related to user information and other agency systems.
Includes data collected from physical access as it relates to building entry, secure room access and access areas reliant upon physical access control systems.
Leads, participates in, or coordinates teams and projects concerned with the collection, review, interpretation, correlation, and analysis of employee related data to identify behavior potentially indicative of an insider threat.
Leads working groups to identify and implement recommendations to improve overall functions, operations, and performance.
Researches and interprets federal laws and regulations, policies, and procedures to advise on intent and application of concepts and principles to individual situations.
Serves as the partnership point between DFAS and security and law enforcement cadre during the conduct of investigations and/or inquiries to resolve insider threat matters, employee misconduct or violations of law.
Uses these relationships to share information of interest; attend internal and external training, seminars, or conferences on broad or more strategic subject areas and represents DFAS's position at various interagency forums.
Maintains productive working relationships with colleagues, experts, CI members, and law enforcement agencies as appropriate.
Advises on policies, procedures, and technical aspects of the Insider Threat Program to ensure effective mission accomplishment.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience Is Defined As:
Experience with a large scale Insider Threat (InT) program and policy development based on (InT) identified requirements; experience working with and integrating security-related data from counterintelligence, personnel security, legal, and law enforcement entities within a command, agency, or large organization.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience for this grade level.
