This position serves as an analyst in a branch of the Management Services Division, Enterprise Office, Business Center (BC)- Operations Office, Rural Development (RD), U.S. Department of Agriculture. The Division establishes, implements, and provides oversight for a full range of administrative and business management functions in support of the RD mission; to include overseeing the support provided to States, Business Center offices, and agencies.

Duties

Assist management in the development of a strategic vision for annual goals and long-range plans of operations. Monitor and/or assist with the performance and effectiveness of affected organizational units in implementing these plans. Assist management in the development of a strategic vision for annual goals and long-range plans of operations throughout all organizational units. Advise Senior Leadership on necessary corrective action as needed to improve operating effectiveness. Conduct analysis of RD program goal achievement using various program information systems.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For GS-11 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level; or its non-Federal equivalent that demonstrates experience analyzing large amounts of information to identify problems and providing solutions based on considerable research. Experience conducting analysis of historical trends to determine efficiencies and/or weaknesses. OR Ph.D. OR equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. GS-12 Grade Level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent that demonstrates experience in analysis of program procedures to evaluate effectiveness and recommend corrective action and/or improvement. Experience identifying and assembling a wide variety of quantitative and qualitative source information relating to the full range of program and/or administrative functions to determine its effectiveness. Experience drafting new regulations and/or procedures to meet legislative and/or administrative changes in programs. There is no substitution of education for experience at the GS-12 level.
