Duties
Formulates and recommends information area goals and objectives for the mission area.
Performs financial management analysis by applying financial analysis principles, concepts and practices to problems associated with gathering and analyzing data, like cost benefit and productivity analysis methods, to improve agency business areas.
Develops, maintains, and monitors integrated reporting system(s) effecting programs with interrelated functions and operations
Conducts financial reviews and completes projects that provide advisory services to management officials regarding complex programs.
Analyzes output data applicable to the team assigned and utilizes this data to assess and determine mission focus for tactical planning to increase utilization of EC solutions managed on the team.
Knowledge in eSolutions which include telecommunications, automated information systems, accounting and financial management systems that eliminate requirement to process and maintain hard-copy documents and manual transactions.
Recommends systems solutions, develops standard work processes to enhance detection and correction of errors, uniformity of application of procedures, and improvement of function productivity.
Duties assigned below full performance level will be developmental in nature
Requirements
- Must be a U.S Citizen or National.
- Registered for Selective Service (males born after 12-31-1959).
- Suitable for Federal employment.
- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

- Obtain/Maintain level 2 financial management certification.
- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.

Specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience to qualify for the GS-11 grade is defined as: Performing a full range of financial management analysis and regulatory research work; applying established financial analysis principles, concepts and practices to a wide variety of difficult problems; and gathering and analyzing data and identifying methods to improve agency business areas.
Specialized experience to qualify at the GS-12 grade is defined as: Conducting financial reviews and completing projects that provide advisory services to management officials regarding complex programs; Providing financial advisory services for a major segment of a business line/product line budget; and analyzing and evaluating financial management accounting systems.
Time in Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.

Education
GS-11 Substitution of Education for Experience:
- Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-12 Substitution of Education for Experience:
- Education cannot be substituted at or above this grade level.
