About the Position:
This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project. Facilities Specialist located within the Directorate of Public Works, U.S. Army Engineer Research and Development Center responsible for the management of mechanical service contracts.
Duties
Responsible for managing mechanical services contracts as the Contracting Office Representative (COR).
Review mechanical and plumbing designs, submittals, and purchases and provides comments to the Mechanical Engineer.
Conduct Quality Assurance on construction, renovations, and repair of mechanical and plumbing systems to ensure work completion in compliance with technical requirements, current industry and code standards, and design specifications/drawings.
Respond to emergencies and participate in the response on mechanical and plumbing systems, particularly those involving information technology or other critical mechanical systems.
Develop contract/design documents on smaller scale mechanical systems upgrades and replacement. Works with the Mechanical Engineer on larger scale projects.
Prepare scope of work (SOW) descriptions and estimates for service contract approval request.
Requirements
- Appointment subject to a Moderate-Risk, Non-sensitive Background Investigation (suitability determination).
- Temporary duty travel less than 10% to other duty locations.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-02/03 pay band which includes the General Schedule grades equivalent to GS-5 thru GS-12. This position will be filled at the DJ-02 or full performance DJ-03 pay band (GS-11 thru GS-12). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration.
To qualify at the DJ-02 Level:
Specialized experience is defined as at least 3 years of progressively responsible experience, of which 1 year is equivalent to at least the DJ-01 (GS-4) that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing in the performance of facilities/equipment work such as managing data and adjusting work orders; preparing contractual documents; and coordinating contract repairs. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience of a general clerical nature does not provide evidence of the knowledge, skills, and abilities necessary to perform the duties of this job.

Education: Four year course of study leading to a bachelor's degree.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. (Note: You must attach a copy of your transcripts).
To qualify at the DJ-03 Level:
Specialized experience is defined as one year of specialized experience equivalent to the DJ-02 (GS-09) grade level in the Federal service which includes experience in recurring maintenance and repair of mechanical and plumbing systems to resolve contracted service related issues; and experience in procurement, budget and financial procedures based on plans for maintenance, repair work and/or new construction.
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
