The primary purpose of this position is to manage the Foreign Object Damage (FOD) Prevention Program for the Squadron. To develop and manage a comprehensive Tool Control and Accountability Program for the Squadron and support the squadron by providing analysis and evaluating and making recommendations to higher management in regards to these programs.

Duties

1. Responsible for implementing the full spectrum of the FOD Prevention Program and the Tool Control and Accountability Program for the squadron. 2. Represents the squadron commander with a variety of installation and functional area organizations. 3. Works in conjunction with other squadron FOD and Tool Control monitors and contractors. 4. Performs other related duties assigned. 5. Works to achieve and quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience include managing the Foreign Object Damage (FOD) Prevention Program for the Squadron. To develop and manage a comprehensive Tool Control and Accountability Program for the Squadron and support the squadron by providing analysis and evaluating and making recommendations to higher management in regards to these programs. OR EDUCATION: Applicant must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed 1 full year of graduate level education or superior academic achievement, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive and detailed knowledge and understanding of management principles, practices and ability to apply this knowledge to all facets of the Squadron Foreign Object Damage (FOD) and Tool Control and Accountability Program. Knowledge of an extensive array of directives, regulations, manuals, and procedures as they relate to the functions of this position. Knowledge of the organization, workloads, workloads in other organizations that have a direct interface and effect on areas of assigned responsibility. Comprehensive knowledge of the assigned processes and functions and relationship to other functional activities. Ability to plan, execute, and implement organizational policies, procedures, and programs. Knowledge of statistical techniques, analysis, and problem solving and ability to communicate through written reports and briefings to all levels of management and personnel. Must possess considerable interpersonal skills in order to present recommendations and effectively negotiate solutions. Maintains good working relationships. Ability to apply lean, safety, security, and health, principles, practices, and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is primarily performed in an office setting. May require some physical activity including walking, climbing and standing while observing production activities and required prolonged periods of sitting while reviewing proposals and preparing briefings, position papers, etc. WORK ENVIRONMENT: The work is typically performed in a properly heated and ventilated, and well-lighted office setting In addition to the work that is performed in an office setting, the duties involved regular and recurring visits to production areas to gather data and perform analysis. Such visits may require use of appropriate protective clothing or gear such as such as safety glasses and shoes, ear protection, hard hat, and observance of appropriate safety precautions
