The primary purpose of this position is to serve as the 1st Fighter Wing Special Access Program (SAP) Information Systems Security Officer (ISSO) with responsibility for planning, implementation, configuration, installation, integration, operational integrity and systems security of Automated Information Systems (AIS) and associated aircraft platform mission systems.

Duties

Organizes and executes Information Assurance activities of the wing Advanced Programs Office. Administrator for Wing Special Access Program Automated Information Systems. Implements the Wing Special Access Program network security program. Provides technical assistance, training and support to customers at both home station and during deployed operations and exercises.

  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Consent to counterintelligence (CI) polygraphs and signature of non-disclosure agreements is a condition of employment. Refusal to sign said agreements or to polygraph will result in termination of employment.
  • This position is world-wide deployable, in support of one or more wing unit type codes (UTCs). Must maintain medical, physical, and personal readiness to deploy in support of world-wide taskings to both western and non-western areas of.
  • The employee will be required to frequently travel TDY (over 90 days per year), sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means, to western and non-western countries.
  • The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a phone or beeper.
  • The employee will be required to have, or obtain, and maintain a valid driver’s license in order to respond to security incidents at various locations geographically separated from the main office and during non-duty hours.
  • This position is designated as a key position IAW AFI 36-507.This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Information Assurance Certification. Failure to achieve the appropriate IA certification within six months of assignment of these duties is reason for removal from this position. Must maintain this certification for the duration of employment.
  • Includes IA work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve Level 2 Information Assurance Technical (IAT) certification within six months of assignment of these duties, unless a waiver is granted.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth.
  • The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes utilizing IT network system design principles, methodologies, and approaches used to support functional security requirements; organizational business requirements to evaluate and report on new IT tools and trends; and network architecture, topology, and protocols to work with network systems consistent with existing or planned network infrastructures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of IT principles, methods, regulations, policies, products and services sufficient to manage a classified security enclave, computers, communications, industrial, information, physical and personnel security programs. Knowledge of IT security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation and performance management methods sufficient to plan and conduct security accreditations reviews for installed systems/networks and assess/advise on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of Sensitive Compartmented Information (SCI) and Special Access Program information, industrial, physical, operational and personnel security principles, practices and policies as they apply to information systems security. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. Ability to establish and maintain effective professional working relationships with higher headquarters, superiors, coworkers and customers in order to coordinate teams of people to cooperatively meet mission priorities. Ability to communicate clearly, concisely, accurately and effectively, both orally and in writing. Skill in organizing and prioritizing work tasks, even without direct intervention from the supervisor. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
