Duties

Serves as the principal liaison between DLA Strategic Materials and Department of Defense (DOD) program offices, program managers and defense industry representatives that design, supply, build and maintain Defense weapon systems and munitions. Responsible for developing and administering processes to connect strategic materials required to sustain defense industrial base and essential civilian industrial base manufacturing capabilities with National Defense Stockpile program objectives. Serves as the principal responsible for the oversight of the Strategic Material Analysis and Report Topography (SMART) including the collection and management of all data contained there within. SMART is a technologically advanced, custom, web-based platform, developed specifically for, owned and sustained by DLA Strategic Materials. Within SMART a broad range of strategic materials are tracked from mine to defense platform, including their processing paths (company to company), thus visually mapping the entire supply chain for further analyses. Coordinates the exchange of information regarding strategic materials requirements and supply chain issues between DLA Strategic Materials scientific and technical staff, DoD program managers and industry representatives... Contd Contd... and a host of professional subject matter experts. Functions as the single point of contact with all branches of the armed services of DoD, the office of Industrial Base and Policy and DLA to ensure coordinated efforts in data sharing and policy compliance related to strategic and critical materials. Serves as the principal DLA representative and overall strategic materials.

Qualifications

To qualify for a Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Skill and experience in interpreting complex legislative and regulatory policy guidance that directly relate to program planning and evaluation of strategic materials requirements as defined within the Annual Materials Plan (AMP) and the Report on Stockpile Requirements. - Ability to function at a high level of performance as either a team member or team leader to identify and provide operational planning support and program oversight to strategic material requirements and program goals. - Expert knowledge of a broad range of strategic materials and/or industrial commodities important to Defense and the critical infrastructure sectors. - Knowledge and technical expertise in Program Management and utilizing information technology systems for analysis and to enable the incumbent to plan management study approaches and to make recommendations to the higher level management. - Expert skill in developing and delivering presentations and briefings at the senior level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
