The VA Northeast Ohio Healthcare System is recruiting for a Program Specialist. The Program Specialist will function in the Occupational Health and Safety Service.
Duties
Providing the budgeting and financial management of the Occupational Health and Safety (OH&S)
Performing budget formulation, justification and execution, financial management, and financial reporting
Providing advice to management and program personnel on budgetary and finance issues
Participating with managers in reviewing office needs
Preparing budget package for submission to the budget office and responding to all questions from that office
Reviewing financial reports and resolves discrepancies with the appropriate accounting office
Assuring that all expenditures are properly authorized and documented
Managing procurement and contracting actions for the OH&S section
Preparing procurement requests and evaluating proposals for work
Initiating and preparing contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications and communicating with contractors
Preparing and reviewing purchase orders for supplies and non-expendable property such as specialized equipment necessary to the effective functioning of the office
Providing administrative management for the section to include interpreting administrative policies, developing and implementing local policies, defining administrative requirements and providing advice to management on related issues
Preparing paperwork and maintaining administrative systems

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 15 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. one-year time-in-grade.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.

You may qualify based on your experience and/or education as described below for a GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting in processing administrative issues; acquiring and maintaining a working knowledge of relevant laws, regulations, standards, or procedures; promoting and maintaining good working relationships with key individuals or groups; monitoring, maintaining, and updating data, records, or other information; reviewing reports, documents, records, data or other information as it pertains to Occupational Safety and Health responsibilities OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree. OR,
Combined Education & Experience: Possess a combination of qualifying specialized experience and education as described above to qualify at the GS-9 level. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (The applicant's first year of graduate study is not qualifying for GS-9).

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.
