Duties
Serves as a recognized Subject Matter Expert within the Programs Branch of IMCOM G9. Provides oversight for the operation of Child Development and Family Child Care Programs (CDC/FCC) and works under the general supervision of the Programs Branch Chief. Ensures assigned programs conform to all applicable DoD and Army policy, IMCOM G9 standards, laws, and with the most current applicable industry standards. Oversees and monitors implementation of policies, plans, standards, and procedures for CDC/FCC and provides operational guidance across the enterprise. Provides content for operational materials and tools (i.e., inspection manuals, field operational handbooks, checklists, and training) for Army-wide implementation. Communicates program's strategic key messages through written and visual mediums such as information and staff papers, slides, reports, flyers and brochures. Develops and revises operational guidance to assist professional staff in carrying out their assigned duties in areas such as: Budget, personnel management, child accountability, staffing and ratio management, staff observations, training, and customer service. Analyzes program and inspection data to identify trends and strategies for program improvement. Provides technical assistance through workshops, process action teams, on-site visits, web-based and classroom training, and inspections. Works cooperatively with other CYS Services divisions and staff to ensure general effectiveness and consistency with current educational philosophy, objectives of the program, and policies of the organization. Develops contract specifications to include acquisition plans and statements of work for program materials and services. Assists programs in achieving and maintaining national accreditation or Army equivalent and maintains accreditation data.

Qualifications
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying).
Basic Education Requirement:
1. A bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, early childhood
education, child development, elementary education, or other closely related field such as psychology/sociology or social work (must include 24
semester hours in child psychology, sociology of the family, developmental psychology, social work with child/family emphasis); OR
2. Completion of 24 semester hours in coursework as indicated above, plus additional related coursework or experience that provided
knowledge comparable to that normally acquired through the successful completion of a 4-year course of study.
In addition to meeting the education requirement, Candidate must possess comprehensive program administration experience which included
the management and delivery of large facility-based school age or youth programs.
Multi-program administration experience directing both school age and youth programs is preferred.
This experience must have included:
1. Leadership; financial management; personnel management; curriculum development and implementation; conducting staff training; and
evaluating program effectiveness and child/youth development outcomes against applicable standards, policies, and procedures.
2 In-depth working knowledge of national accreditation processes, gained through leading programs through successful accreditation.
3. Demonstrated practical knowledge of higher-headquarters inspection requirements and processes, as well as managing inspection outcomes
(i.e., implementing corrective action, implementing recommendations, etc.).
4. Implementing 4-H and/or Boys and Girls Clubs of America curricula.
5. Interpreting policy and drafting operational guidance.
6. Demonstrated communication skills sufficient to provide formal written and verbal presentations to leaders at the general officer/SES level.
Highly-qualified candidates will also possess experience as a CYS Coordinator or Youth Administrator of school age/youth programs.
