About the Position: Serves as the Director, Borden Institute (BI), providing leadership for all aspects of Directorate functions including editing, journal and book production, course development for professional writing, and alignment with current programs of instruction (POI) and military medical doctrine for U.S. Army Medical Center and Excellence, located at Fort Sam Houston, San Antonio, Texas.

Duties

Represents the Department to the command on all issues pertaining to military medical scholarship and professional writing course development. Provides complex administrative and professional services directly affecting as a whole on all issues regarding military medical scholarship and professional writing, training, and development. Serves as an adjunct faculty member teaching writing courses when required. Actively participates in committees, conferences, briefings, presentations, and seminars of the Command Component level importance involving senior officers. Develops and issues written instructions, standard operating procedures, and ensures compliance. Keeps employees informed of management goals and objectives, as well as of changes in regulations, policies, and procedures governing the work.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Degree: A bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes overseeing daily operations including human resources, budget, security, logistics, information technology, contracting, marketing, and public affairs. Providing expert guidance to staff relating to policies, priorities, and procedures, assuring smooth and efficient operations; rendering advice on unusual and/or unprecedented problems; acting as final authority on Borden products to ensure successful accomplishment of goals and objectives; and working independently to execute missions adhering to policy and accomplishments. Experience in medical training and education; writing or editing; knowledge of medical publishing procedures and standards to support Borden publications and encourage professional discourse through writing education and training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
