Duties

The duties, described below, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. Coordinates projects involving the development or revision of the laws, policies and procedures that will enhance the productivity of the unit and maintain an acceptable level of customer service. Reviews the debt management documentation submitted by the debtor and creditor organization. Provides technical guidance in the interpretation and application of processing administrative hearings, varying types of claims, corrections of records cases and waivers and remission cases. Identifies and resolve procedural deficiencies through reports and recommendations. Collects information on results of operations, analyzes these results, and incorporates appropriate changes in branch operational instructions or requests change to appropriate regulations.

  • Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.

Qualifications

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 if applying at the GS-09 level, or GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-09 Specialized Experience is defined as: analyzing financial or accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance. GS-11 Specialized Experience is defined as: performing extensive analysis and evaluation of financial policies, procedures, systems and regulations to ensure the continuity of a financial organization's business operations and adherence to established financial legislation and operational policies; recommend improvements to financial program operations; and providing substantial financial management knowledge to leadership in order to assist with the organization's core mission. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
