Duties

As a Program (Policy) Analyst, you will: Manage the development of policies, procedures, and guidelines. Apply knowledge of the PSA mission and of pretrial and related criminal justice requirements to establish priorities, plans, and milestones for policy development. Prepare and coordinate policies and procedures ensuring that they meet mission requirements and those of customers and stakeholders. Assess policy implementation. In conjunction with other Agency staff, study or evaluate areas such as extent of policy implementation and effectiveness of policies in meeting objectives. Revise policies and procedures as necessary. Provide guidance to program staff in policy interpretation and application. Maintain awareness of and analyze new and revised federal policies and incorporates into PSA procedures. Independently conduct thorough business analysis activities and develop process maps that facilitate the development of directives. Develop automated systems for tracking and logging the review of written directives. Produce high quality presentations and/or briefings on policy-related matters to all levels of management and line staff. Make written and oral presentations covering a variety of topics, including some complex and/or controversial issues; and Develop methodology for and conduct or lead teams performing studies in areas such as policy trends in pretrial services, pretrial programs in other jurisdictions, or state-of-the-art information on substance abuse treatment, electronic monitoring, or other supervision-related techniques. Prepare reports of studies with conclusions and recommendations for potential application to PSA. Independently or as a leader of teams, perform internal studies of PSA programs. Develop methodologies and schedules and executes analyses, including assessment of risk, cost benefit, feasibility, and effect on current operations. Prepare and coordinate reports and recommendations. Represent OPPA and PSA in policy, and other efforts with CSOSA, law enforcement agencies and other criminal justice agencies in both the public and private sectors. Articulate PSA policy, provide statistical and narrative information and respond to special requests.

Qualifications

To qualify for this position, you must meet the specialized experience requirement below. To qualify at the GS-13 level, you must possess one year of specialized experience related to the duties of the position that was comparable in difficulty and responsibility to the GS-12 grade level. Specialized experience is defined as independently developing clear directives, and providing guidance to program staff in policy development, interpretation, and application. NOTE: Your resume must clearly show the specialized experience related to this position. Failure to demonstrate how you possess the experience requirements will result in an "Ineligible" rating.
