Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Duties
The primary purpose of this position is: As an Air Reserve Technician (ART) Officer, serves as the Force Generation Center Systems (FGS) Division Chief at a Primary Subordinate Unit (PSU) of a MAJCOM, responsible for formulating program goals, plans, and procedures for the division's mission. In this role, the incumbent serves as an advisor to the MAJCOM Commander and the Force Generation Center Directorate on all issues related to Force Support. Plans, develops, and directs execution of support services for the PSU-wide mission. Serves as the recognized authority in the analysis and direction of FGS programs and issues regarding data systems and force capability. Exercises second level supervisory and managerial authorities over the division.
As Division Chief of Force Generation Center Support, plans, organizes, directs, and oversees the activities of the division through subordinate supervisors and their staff, ensuring that the office complies with legal and regulatory requirements and meets HQ AFRC mission needs.
Exercises supervisory personnel management responsibilities. Directs, coordinates and oversees work through subordinate supervisors.
Directs data system programs and analytical studies involving resources that affect major command missions. Oversees and provides visibility to the command of resource utilization (personnel, data systems, funding, data presentation and command scheduling) in relationship to overall FGC mission.
Serves as senior advisor to the FGC Directorate, providing counsel and guidance on all Force Support issues concerning the generation of AFRC capability to support external and internal requirements and on solutions to controversial and/or highly sensitive issues.
Represents the Division and the Directorate at meetings and conferences attended by representatives of other staff offices, HQ AFRC, HQ USAF, Major Commands (MAJCOM), and other military agencies.

- Employee must qualify for and retain a TOP SECRET clearance.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience must include which includes plans, develops, and directs execution of support services for the PSU-wide mission. Serves as the recognized authority in the analysis and direction of FGS programs and issues regarding data systems and force capability. This definition of specialized experience is typical of work performed at the GS-13 or above grade/level or equivalent position in the federal service.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force and Air Force Reserve Command headquarters functions and Joint Air Force, and Air Force Reserve Components command policies, procedures, structures, missions, programs and organizational relationships.
2. Thorough knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and reports and to analyze work processes and continually improve them to meet organizational requirements.
3. Knowledge of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, programming, and systems analysis.
4. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
5. Ability to plan, organize, and direct functions and mentor, motivate, and apprise the staff of an organization
appropriately working through subordinate branch chiefs (or similar) and staff members.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively both orally and in writing; make sound decisions regarding program areas, negotiates complex issues, and maintains good order, discipline and working relations.
OTHER SIGNIFICANT FACTS:
1. This is an ART officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
2. Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to successfully direct and manage the command force support program.
3. This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC.
4. This position may require the incumbent to work outside of normal duty hours and/or overtime to accommodate mission requirements as required.
