This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Administrative Officer (OCFO), Travel and Events Division. Serves as the Business Manager (BM), performing all aspects of travel and event requirements for one of the following areas: White House Office (WHO), Office of the Vice President (OVP), or Components. Promotion to the next highest grade level is neither guaranteed nor implied.

Duties

As a Financial Management Specialist, GS-0501-9, your typical work assignments may include the following: 1. Delivers travel and event services to the White House Office (WHO) and the WHO staff with specific and focused support for their assigned area. 2. Ensures that the business relationship with stakeholders is maintained to ensure appropriate delivery of travel and event services. 3. Participates in the decision-making process with high level senior White House staff to ensure that cost effective policies and procedures are maintained. 4. Oversees the assigned area travel and event programs, ensuring that travel and site expenses are properly contracted, authorized, tracked, documented, and reported to EOP management. 5. Provides financial reports in accordance with the interests of the General Services Administration, Congress and the Government Accountability Office on the full disclosure of travel. 6. Assists in the preparation of analysis reports and reconciliations of data developed by financial systems and invoices submitted by vendors. 7. Responsible for all mixed travel for assigned areas. 8. Works closely with senior management officials to identify the requirements for travel and makes evaluations of the associated costs to support such requirements. 9. Works closely with the EOP/component representatives throughout the course of each trip (on and off the road). 10. Works closely with senior management officials from other Executive Branch agencies supporting events. Coordination includes, but is not limited to, the establishment and negotiation of Interagency and Reimbursable Agreements.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-9 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that includes: utilize financial management systems to perform analysis of budget and program data; interpret and apply governing travel procedures and regulations, including but not limited to the Federal Travel Regulations (FTR) and the Federal Acquisitions Regulations (FAR); use the application of Financial Management regulations and policies for financial/budget analysis and provide reports to support findings. OR EDUCATION: Possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
