You will serve as a HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/ EMPLOYEE RELATIONS) of NAVFAC OSF.

Duties

You will serve as a consultant and adviser to management officials in the implementation of the labor/employee relations programs of the commands served. You will research Federal HR laws and regulations and advising management on their application to NAVFAC policies and procedures covering a range of HR topics associated with Labor and Employee Relations. You will serve as the principal adviser to management and deals with union representatives, on a day-to-day basis, concerning the interpretation and application of agreements. You will prepare performance, disciplinary, and adverse actions, ensuring compliance with all legal, regulatory, procedural, and contractual requirements. You will provide technical advice to employees and supervisors concerning hours of work, leave and absences, pay administration, interpretation and application of Fair Labor Standards Act. You will advise all levels of management in achieving positive progressive discipline. You will influence management's position in negotiations, advises or trains and prepares management team members on how to effectively deal with unions and the labor negotiations process.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete the Navy Labor Negotiation Seminar and Management Representative courses.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting bargaining unit agreements, Labor-Management statute requirements, and Federal Labor Relations Authority processes and proceedings, provide technical guidance and direction to address Unfair Labor Practices, participate in mediations, negotiated grievances, and arbitrations; 2) Advising on employee relations issues such as doctrine of progressive discipline, adverse actions, performance-based actions, performance improvement plan, administrative grievances, and Merit Systems Protection Board hearings; 3) Creating reports, charts, graphs, trend analysis, and makes recommendations for course correction. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assist in interpreting bargaining unit agreements, Labor-Management statute requirements and Federal Labor Relations Authority processes and proceedings, Unfair Labor Practices, mediation, negotiated grievances, and arbitration; 2) Researching employee relations issues such as doctrine of progressive discipline, adverse actions, performance-based actions, performance improvement plan, administrative grievances, and Merit Systems Protection Board hearings; and 3) Assist in creating reports, charts, graphs, trend analysis, and makes recommendations for course correction.
