You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPL REL/LABOR RELATIONS) in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14. SAN DIEGO: $99,044.00 to $180,931.00 PORT HUENEME: $101,121.00 to $184,725.00

Duties

You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices) You will negotiate with senior leaders to determine a course of action for human resources issues. You will advise managers on the processes for bringing grievances or appeals before a third party (e.g., Federal Labor Relations Authority or Federal Service Impasses Panel). You will coordinate with multiple parties (e.g., multiple commands, agencies, human resources offices) to resolve human resources issues. You will develop solutions for resolving performance problems.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 to GS-11 or NT-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Administering a labor and employee relations program; 2. Planning, developing, promoting, and coordinating multiple labor relations programs to meet immediate and long-range needs of the command; 3. Arranging for and participating in meetings/discussions with labor and management officials over resolution of various complex issues; 4. Promoting and fostering a collaborative labor relations environment utilizing non-traditional methods; 5.
