This position is located in the Office of Partnerships and Public Engagement (OPPE), Office of the Director, Deputy Director, Education Initiatives Division (EID), 1890 Land-Grant Institutions National Program. The primary purpose of the position is to manage the 1890 Land-Grant Institutions National Program Area as well as the USDA/1890 National Scholars Program.
Duties
Designs and implements strategies to increase the number of students studying agriculture, food, natural resource sciences, or related disciplines and provides USDA career opportunities.
Evaluates subordinates through annual performance ratings and initiates formal award recommendations based on job performance.
Collaborates with the OPPE Director and Deputy Director as well as other officials and counterparts to develop strategic, long-term, and short-term program plans.
Markets the USDA/1890 National Scholars Program throughout the U.S. through collaborative partnerships, development and dissemination of recruitment materials, and evaluates effectiveness.
Collaborates with key customers and coordinating officials to assess customer satisfaction with USDA programs, explains policies and procedures, and resolves problems that arise.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
At the GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Program Specialist. For this position, the specialized experience is leading the design, development, and implementation of a national outreach program for the recruitment and mentoring of undergraduate students; and developing communication strategies to promote an understanding of proposed or existing policies affecting student scholars and interns.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
