You will serve as an IT CYBERSECURITY SPECIALIST in the Enterprise Operations (Code 15C) of NCIS . All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as the technical advisor to heads of supported activities on COMSEC matters; and providing guidance and technical direction to, planning, and leading a technical staff in support of the NCIS COMSEC worldwide You will develop, coordinate, and implement guidelines and procedures designed to effectively manage the NCIS COMSEC program globally. You will perform security functions required to protect NCIS secure communications equipment. You will manage the storage and distribution of electronic keying equipment and information. You will analyze requirements and oversee the conduct of COMSEC functions to minimize the threat of espionage, sabotage, and subversive operations against NCIS-wide activities and missions. You will manage, forecast, and coordinate the procurement, configuration and deployment of secure data devices (i.e., TACLANE bulk encryption or equivalent). You will review and provide comments on policy and regulations issued by higher Command authorities (e.g., DON, DoD and Defense Information Systems Agency [DISA]). You will perform computer hardware and software maintenance. You will provide support for cybersecurity efforts and follow and enforce configuration management processes.

  • You will be required to obtain and maintain a Top Secret (SCI) security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to report for work and/or work irregular shifts (days, nights, evenings, weekends, and holidays).
  • This position may require after-hours emergency recall, extended work hours, and/or travel pursuant to temporary duty missions.
  • This position is mission essential (ME) and is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Applying qualitative and quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Consult with customers or stakeholders to evaluate functional requirements and in managing the translation of functional requirements into technical solutions. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Responds to inquiries regarding procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on emerging problems/ issues. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Develop unique and innovative solutions from unrelated processes to ensure the integrity of the organization by avoiding or resolving the compromise of sensitive information regarding sources and investigative findings and materials. In addition to demonstrating the four competencies above, applicants must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector such as: Applying information systems security principles and test assessment methods, systems security regulations and policies sufficient to develop guidelines and specifications to ensure compliance with security requirements at the LAN level; Assessing new security authentication technologies such as public key infrastructure certificates, biometrics, and secure cards; Experience with network operations and protocols altogether sufficient to develop, implement, and coordinate actions to ensure, protect and restore IT systems, services and capabilities; AND Experience performing most aspects of project and program management, including developing and ensuring the development of time-phased aspects plans, developing project controls and monitoring project progression.
