About the Position: The Mission & Installation Contracting Command (MICC) located at Fort Eustis, VA provides cradle to grave contract support for supplies, services, and test support services in support of the Army Mission.
Duties
Serves as Contracting Officer responsible for the full range of pre-award and post-award contract functions.
Performs pre-award functions for procurements involving complex contracts of congressionally mandated public-private competitions, strategic sourcing, and privatization.
Ensures appropriate funding and required waivers, certifications, approvals, and compliances have been obtained for purchase requests.
Select
Prepares award documentation, including delineation of responsibilities of contractor.
Negotiates proposals and executes modifications.
Requests and evaluates proposals.
Develops systems for evaluating and monitoring performance of contractors.
Provides guidance to team members regarding all contract functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty (TDY) travel up to 15% of the time.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One-year probationary period may be required.
- This position has been designated as non-critical sensitive as defined in DoD 5200.2-R, and requires you to possess, or obtain and maintain for the duration of employment, a secret security clearance.
- This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Foundation Level in Back to Basics (BtB) Certification within 36 months of entry on duty.

In order to qualify, you must meet the experience requirements described below. Basic Education Requirement:
A Bachelor's degree from an accredited educational institution. (NOTE: You must provide a copy of your Transcripts in order to be considered)
OR
A current civilian, Department of Defense (DoD) employee occupying a GS-1102 Contracting position with authority to award or administer contracts above the simplified acquisition threshold in DoD ANDhave been in this type of contracting position since September 30, 2000.
OR
A current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before 30 September 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1) Serve as a Contracting Officer responsible for the full range of pre-award and post-award contract functions. 2 )Performing pre-award functions for procurements involving complex contracts of congressionally mandated public-private competitions, strategic sourcing, and privatization. 3) Develop systems for evaluating and monitoring performance of contractors and providing guidance to team members. 4) Ensure appropriate funding and required waivers, certifications, approvals, and compliances have been obtained for purchase requests AND 5) Negotiate proposals and executes modifications.
This definition of specialized experience is work performed at the next lower grade/level position in the federal service (GS-12 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
