This position is located in the Bureau of Global Health Security and Diplomacy (GHSD) and is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). The PEPFAR program is the U.S. government’s global HIV/AIDS program which provides in excess of $6 billion annually for prevention and treatment programs in over fifty countries impacted by the HIV/AIDS pandemic. PEPFAR works with institutions, governments, community groups and organizations to meet its goals.
Duties
Provides advice and recommendations to GHSD senior management based on full knowledge and ongoing data analysis of the overall country context, the HIV/AIDS country situation, national HIV programs and the PEPFAR-supported activities.
Ensures appropriate technical assistance and support to country teams through the PEPFAR technical departments and agencies. Recognizes potential or existing problems and recommends solutions to address problems and streamline operations.
Reviews PEPFAR-wide performance and progress, reviews proposed innovations or changes in guidance, and analyzes resource requests to identify the best opportunities for meeting program goals, while eliminating duplication of effort.
Prepares directives, memoranda, policy statements, and legislative interpretations associated with planning, implementation, and results to inform effective operations consistent with overall program objectives .
At the GS-12 level, the incumbent performs essentially the same duties as outlined below however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS-13 level.

Applicants applying at the GS-12
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities; knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings; knowledge of a specialized public health program; knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions; and skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. Examples of qualifying specialized experience include: • Public Health Advisor positions - providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities. • Public Health Analyst positions - conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs.
In addition, qualifying specialized experience must demonstrate the following:
Experience monitoring and evaluating one or more countries' HIV treatment and prevention program activities progress and impact.
Experience interpreting epidemiologic HIV program data and guiding data-driven global HIV programming.
Experience designing and convening meetings with global and multilateral organizations to strategically design and monitor HIV prevention and treatment program planning.
There is no substitute of education for specialized experience for the GS-12 position.
